Discharge routing is what the standards reach
Gutters are rarely regulated; where they discharge is what stormwater standards concern. Runoff directed toward a buffer, a neighboring parcel or an existing stormwater structure is the part worth checking, particularly on the dense newer lots typical of the area. On a designated property, visible downspout placement can also attract review.

Townwide standards will not tell you where your runoff currently goes, how much roof drains to each outlet, or whether the fascia will carry new hangers. Settle routing before anything is ordered.
